What is a LEAR?
LEAR – LEGAL ENTITY APPOINTED REPRESENTATIVE
- The LEAR has the right to modify the legal and financial information stored in Participant Portal about this organisation.
- The LEAR must be appointed by the legal representative of your organisation (e.g. the CEO of the company, the rector of the university, the Director General of the institute).
- The LEAR function is typically performed by an administrative staff member in the organisation’s central administration.
LEAR ’s ROLE
The LEAR, once appointed by the legal representative, is authorised to manage:
- the legal and financial information about the organisation on the Participant Portal ;
- to manage access rights of persons in the organisation: who are authorised to sign grant agreements (LSIGN) or financial statements (FSIGN).;
- to appoint representatives of the organisation to electronically sign grant agreements or financial statements via the Participant Portal.
- Until The LEAR is appointed, the entity can not name the persons authorized to sign the grant agreement and the project can not begin.
- The validation process by the European Commission is about 4 to 6 months!
LEAR – APPOINTMENT PROCESS – Step 1 to 5

Step 1 | Identify the person in your organisation to act as its appointed representative (LEAR). |
Step 2 | Download the following four forms on http://ec.europa.eu/research/participants/docs/h2020-funding-guide/grants/applying-for-funding/register-an-organisation/lear-appointment_en.html – LEAR appointment letter – LEAR role and duties – Terms and conditions of use of the Participant Portal electronic exchange system – Declaration of consent to the terms and conditions of the Participant Portal electronic exchange system |
Steep 3 | – Fill in the LEAR appointment letter (all fields). – Get your organisation’s legal representative to: – Sign and stamp the ‘LEAR appointment letter’; – Sign and stamp the ‘LEAR role and duties document’ (this one to be signed also by the LEAR); – Read the ‘Terms and conditions of use of the Participants Portal electronic exchange system’; – Sign the ‘Declaration of consent to the terms and conditions’. |
Step 4 | CHECK LIST: – The H2020 LEAR appointment letter (signed and stamped) – The LEAR role and duties document (signed and stamped) – Declaration of consent to the terms and conditions of use of the Participant Portal electronic exchange system (signed and stamped) – copies of an official proof of identity (ID-card, Passport) carrying a photo and signature for both: the legal representative and the appointed representative (LEAR) – a document proving that the legal representative appointing the LEAR is empowered as such, if both conditions below are met: >It clearly indicated a role/function within the organization as legal representative of the organisation, >It identifies and appoints a specific person (by indicating his/her personal data), as the person covering that specific role/function. |

Activate the LEAR’S ONLINE USER ACCOUNT thanks to
- the account activation PIN code which will be sent to the LEAR by post
- the LEAR’s username which the Commission will e-mail to him/her along with activation instructions
- Depending on postal delivery times, the PIN code may arrive after the e-mail containing the username.
